Meet the Management Team


 Management Team Members

Evan Roberson, MPA, Executive Director

On February 1, 2013, Evan Roberson began serving as the third Executive Director of Tri-County Behavioral Healthcare. Evan obtained a Bachelor’s Degree from Howard Payne University and a Master of Public Administration Degree from Sam Houston State University.  Evan’s Community Center career began in 1993 and includes work at The Center for Life Resources in Brownwood and The Harris Center for Mental Health and IDD in Houston and Tri-County.  Evan chose a career in a Community Center because he believes every life has intrinsic value; that the services the Center provides makes a significant difference in the lives of the persons they serve: and, that local solutions, those developed closest to the problem, have the best chance of meeting the needs of these individuals. Evan currently serves on several state committees and is the Chair of theTexas Council of Community Centers' Behavioral Health Committee. 

Millie McDuffey, Chief Financial Officer

Millie McDuffey is the Chief Financial Officer for Tri-County Behavioral Healthcare.  Millie has been with Tri-County since September 1999. Previously, she held accounting positions in Alaska for many years before her family moved to Texas in 1999.  Millie has a Bachelors Degree of Business Administration, Accounting, from the University of Alaska, Anchorage.  Millie is a member of the leadership board for the Texas Council Community Centers' Chief Financial Officers. 

 Jon Sneed, D.O.,  Medical Director and PETC Psychiatrist

Dr. Jon Sneed is the Psychiatrist/Medical Director of Tri-County Behavioral Healthcare.  Dr. Sneed is a physician, specializing in psychiatry.  He is Board Certified in general adult psychiatry by the American Board of Psychiatry and Neurology. Dr. Sneed graduated from TCU with a Bachelor of Science and the University North Texas, Health Science Center. 

Amy Foerster, MPA, Chief Compliance Officer

Amy Foerster is the Chief Compliance Officer for Tri-County.  Foerster has been with Tri-County since 2013.  In this role, Foerster is responsible for overseeing and managing legal and regulatory compliance issues within Tri-County.  Foerster holds a bachelor’s degree from Angelo State University in Political Science and a Master’s Degree from Angelo State University in Public Administration.  Foerster has served the public sector for over 25 years and has a unique background in emergency management, planning, transportation, grant management and human resources.  Foerster currently serves as Chair for Texas Council of Community Centers’ Human Resources Consortium. 

Kelly Shropshire, Director of Intellectual/Developmental Disabilities (IDD) Authority Services

Kelly Shropshire is the Director of Intellectual/Development Disabilities (IDD) Authority Services.  Kelly has been with Tri-County Behavioral Healthcare since 2004 as a service coordinator.  Kelly then became a consumer rights officer before moving to IDD Authority Services.  Kelly has a Bachelors of Science in Psychology from University of Houston – Clear Lake.  Kelly serves on several statewide leadership committees including the Texas Council of Community Centers Local Authoirty Workgroup (LAW). 

Kathy Foster, Director of Intellectual/Development Disabilities (IDD) Provider Services

Kathy Foster is the Director IDD Provider Services. Kathy has been with the agency since November 1985, when Tri-County Behavioral Healthcare started serving the IDD population. Prior to joining the Center, she worked at an agency for the IDD population in Pennsylvania for four years. Kathy’s professional experience in serving individuals with IDD diagnosis totals over 34 years. 

Tanya Bryant, LPC-S Director of Quality Management and Support

Tanya Bryant is the Director of Quality Management and Support. She began providing services for Tri-County in 2002 as a Psychosocial Rehabilitation Specialist, and moved into the Child & Adolescent Therapist role in 2006.  Most recently, Tanya served as the Administrator of Quality Management, providing oversight of mental health and intellectual and developmental disability services for Tri-County.  Tanya currently serves on the leadership team of the Texas Council of Community Center's Quality Management Consortium. 

Catherine Prestigiovanni,  Director of Strategic Development

Catherine Prestigiovanni began serving as the Director of Strategic Development in July of 2015.  Catherine holds a bachelor's degree in psychology from the University of Houston, a master's degree in counseling psychology from the University of St. Thomas and is both a Licensed Professional Counselor and a Licensed Professional Counselor Supervisor. 

Kenneth Barfield, Director of Management Information Systems

Kenneth Barfield is the Director of Management Information Systems for Tri-County Behavioral Healthcare.  He began providing services for Tri-County Services in December 1999 as a rural clinic Service Coordinator and over the years supervised various community support and psychosocial rehabilitative services for Tri-County.
